Nigeria: NBS reaches out to education data producers and users for harmonizing education data in Nigeria (May 2014)

ADP, joined by EDOREN (Education, Data, Research and Evidence in Nigeria) and the National Bureau of Statistics (NBS) of Nigeria, organized an Education Data Outreach and Harmonization Workshop in Abuja, Nigeria on May 26 - 28, 2014.

The objectives of the workshop were 1) To identify major users and producers of education data in Nigeria and engage them in discussions on data availability, accessibility and relevance and how well the existing data address the demand for education planning, research, monitoring and evaluation on both federal and state levels; 2) to raise awareness of the need for data harmonization, by examining comparability of existing data from different data sources, understanding potential sources for discrepancies and introducing harmonization strategies and 3) to promote microdata documentation, archiving, and dissemination among data producers in Nigeria, showcasing experience and best practices of NBS.

The workshop was attended by over thirty participants representing National Bureau of Statistics, National Examination Council (NECO), West African Examination Council (WAEC), Universal Basic Education Council, Teacher Development Programme, National Population Commission, Federal Ministry of Education, Office Of The Senior Special Assistant to Mr. President on MDG (OSSAP), Education Sector Supporting Program in Nigeria (ESSPIN) Kaduna and Lagos, State Universal Basic Education Board (SUBEB) and State Ministry of Education (SMOE) in Lagos, Kano, Katsina.

The agenda focused on presentations of major data producers and specific national level surveys used to compute education indicators. This included surveys undertaken by NBS such as:  General Household Surveys (GHS), Core Welfare Indicators Questionnaire (CWIQ), Multiple Indicator Cluster Survey (MICS), Harmonized Nigeria Living Standards Survey (HNLSS). The National Population Commission discussed the DHS and the Nigeria Education Data Survey (NEDS). The Ministry of Education presented its NEMIS (Nigeria Education Managment Information System) administrative collection system.

Methodologies of computing specific indicators were examined as were the survey methodologies. The last day provided a forum for discussing the need to harmonize survey processes and methodologies.
